In 2046, the 'Vibration Crisis' reached a tipping point as worker compensation for permanent HAVS crippled the construction industry. Cities, now prioritized as 'healing zones,' enacted the Silent Urbanism Accord, outlawing any tool that resonates with the human skeletal structure (9–16 Hz). The year 1890 saw the invention of the pneumatic hammer by Charles Brady King. This tool became vital for fastening steel structures in railway sleepers and shipyards.
